Ofcom: 'wot net neutrality'?
Dear sirs
I read with interest your Draft Annual Plan 2012/13, especially your section on traffic management in paragraphs 5.40-5.42. I assume it is deliberately bland and uninformative. I will therefore await your 'summer 2012' update and the announcement of what you intend to do to "undertake research on the provision of 'best-efforts' internet access." It appears surprising that such work has not been undertaken previously. I would suggest that Sir Tim Berners Lee and other disinterested academics might be a good starting point for such a discussion.
