Madelin tells ISPs: remove offensive but legal content as quid pro quo for no copyright enforcement

Wow - from 8 minutes in, he's very interesting indeed - I think he wants put-back provisions in the E-Commerce Directive (seven years and counting since it was made blatantly obvious it was needed...), as well as 'corporate social responsibility' by ISPs -but with legal material, it doesn't make much sense, particularly if he's willing to drop the ISPs as private European copyright police stuff?
Note the US is now planning a new private ISP-led copyright police, which the UK appears to be negotiating largely in secret...and I thought freedom of expression is more and more recognised as a human right? Confusing signals...
